What is an .ics file?
An .ics file is the universal calendar file format (iCalendar, RFC 5545). Google Calendar, Outlook, and Apple Calendar can all import .ics files, which makes it the easiest way to move events between calendar apps or attach an event to an email.

In Outlook on the web, go to Calendar, click Add calendar, then Upload from file, and choose your .ics file. In the Outlook desktop app, use File, then Open and Export, then Import/Export.
